Water
​
Water is one of the most critical issues facing Ogden Valley. Ensuring there is enough water for the future while protecting its quality requires honesty, planning, and strong partnerships. Growth cannot outpace our ability to supply and manage this essential resource.
First, we must begin with facts. That means clear data on existing water rights, storage capacity, seasonal availability, and future demand. We cannot create sound policy based on assumptions or pressure from special interests. I will work with water providers, Weber Basin, and the county to ensure the public has transparent, up-to-date information on our true water situation.
Second, land use planning and water planning must be linked. In the past, decisions were made without fully considering the water impact. That must change. I support possibly requiring water feasibility studies for any new developments, verifying that long-term water supply exists before approving subdivisions or major projects.
We also need stronger enforcement of water conservation. This includes updating landscaping requirements to favor low-water-use plants, educating residents and builders, and offering incentives for those who invest in conservation. Simple steps like these can make a large difference over time.
Protecting water quality is equally important. With more growth comes more risk to our aquifers and surface water. I will support stricter protections around wells, streams, and Pineview Reservoir. Septic systems need regular inspection and maintenance. Any new development must be required to meet higher standards for runoff control and waste treatment.
We must also plan for emergencies. Drought and climate cycles are part of our future. We need a clear emergency water plan that the public understands and supports. Water reuse and secondary systems should be considered where feasible.
Finally, the public deserves a seat at the table. Many people in Ogden Valley feel shut out of key water decisions. I will advocate for open meetings, clear communication, and honest dialogue. We are all stakeholders in this issue. Together, we can protect the Valley’s water supply for generations.
In short, I will ensure water decisions are driven by science, not politics. I will work with water districts and residents alike to find solutions that secure our future without compromising our quality of life.

Land

I have the most experience in land use policy of any candidate. I was chair of the Planning Commission, and my signature is on the current general plan. As we transition to city status, we need proven leadership. Land use policy can and should influence water preservation. I'm ready to help guide us toward a strong and successful future.

My land use strategy for Ogden Valley focuses on planned growth that respects our rural character, protects private property rights, and ensures our infrastructure and resources can support future development. Growth is inevitable, but it must be thoughtful, responsible, and grounded in real data and community values.
I believe in aligning land use decisions with our General Plan, which was created with extensive public input and serves as a guide for balanced development. This means honoring current zoning, respecting existing property rights, and only approving changes when they clearly serve the long-term interests of the community. It also means protecting open space through tools like conservation easements and clustering options that reduce sprawl while still allowing landowners to benefit from their property.
Water must be a central part of all land use decisions. No development should move forward without clear evidence of a sustainable water source. I support requiring detailed water feasibility studies and will advocate for stronger collaboration between planning officials and local water providers. In addition, we must carefully manage septic systems and stormwater runoff to protect our water quality.
Infrastructure is another key factor. Roads, emergency services, and utilities must keep pace with growth. That means evaluating the true costs of development and ensuring developers pay their fair share. I do not support pushing those costs onto taxpayers or allowing growth to outstrip our ability to maintain safety and quality of life.
I also believe in clear communication with the public. Many residents feel left out of land use decisions and planning processes. I will work to make these discussions more accessible by supporting open meetings, easy-to-understand information, and regular public updates.
Finally, I believe in preserving the unique character of Ogden Valley. This is a special place, and once open land is gone, it is gone forever. My strategy is not anti-growth. It is pro-responsibility, pro-transparency, and pro-community. I will work with residents, landowners, and developers to find smart, fair, and sustainable solutions.
By sticking to these principles, I believe we can support reasonable growth, protect what we love about the Valley, and build a future that works for everyone who lives here now and in the generations to come.
Taxes
My plan to keep taxes down starts with strong financial discipline, smart growth, and protecting the people who have made this Valley such a special place. Rising costs are a reality, but we can manage them without driving out long-time residents.
First, I will prioritize conservative budgeting. That means funding essential services like roads, emergency response, and utilities first, while avoiding unnecessary expenses or debt. I will push for transparency in how every dollar is spent and ensure residents know exactly where their money is going. When a city is managed well, you do not need to constantly raise taxes to stay afloat.
Second, growth should pay for itself. New developments must cover the cost of the infrastructure they require. I support impact fees, careful financial review of proposed projects, and holding developers accountable for their share of roads, water, sewer, and emergency services. This protects current residents from shouldering the burden of new growth.
We should also take advantage of grants and partnerships. State and federal programs exist to support transportation, public safety, and even land conservation. By seeking out these funds and building strong relationships, we can stretch our dollars further and reduce pressure on local taxpayers.
Tourism is another opportunity. Visitors enjoy our trails, lakes, and beauty, and they should contribute to maintaining it. I support fair user fees, parking management, and programs that direct visitor spending toward local infrastructure and services. This helps us preserve the Valley without raising property taxes on the people who live here.
Finally, I believe in protecting legacy residents. If there is ever a need to review tax rates, I will advocate for policies that support fixed-income homeowners and longtime residents. We should never design a tax structure that pushes out the very people who shaped this Valley into the place we all love.
In short, I will manage public funds carefully, require growth to pay its way, pursue outside funding, and protect residents from unnecessary financial pressure. My goal is to preserve both the natural beauty of the Valley and the people who made it what it is today. We can plan for the future without forgetting who we are.
